My feeling is that proposed charter quite differs from Shane's text, even if it would be modified with comments that followed in discussion. I would like to ask why? I would suggest Shane to modify his text with comments and post it again. I think that's his job to do. Chair needs just to steer the discussion if it goes in a wrong direction.
