Marc, the IPv6 connectivity itself is not a problem now. There is even free IPv6 transit proposals. The biggest hurdle is the lack of IPv6 resources. I think moving to IPv6 fails if on IPv4 exhaustion date less than 50% of web resources will not support IPv6. There is a good connectivity, but users really don't need it as they can't use IPv6 for web surfing, mail, etc - their regular Internet activity.
