I just want to comment that I don't believe in any 'standard' tool for this purpose. This for the simple reason that one will probably want to hook management of IP (v4+v6) addresses in that big customer & network management system that you hopefully already use. Having chunks of information here and there and all over the place is not going to scale (then again everything in a single thing doesn't scale either of course) not last for a long time, when there is something else you want to do with that data.
