RIRs give out address allocations to network operators whose networks are serving many organizations. If DENIC's newtork was serving many organizations and allowing .FR, .SK, .RU and .PE to provide their public services over the DENIC global anycast network, then RIPE should give you addresses to run your anycast network. But if DENIC is not going to serve other organizations then RIPE should not give you the addresses but should tell you to go and find a global anycast network operator to assist you. --Michael Dillon
