ITU documents are generally only available to ITU members. Recommendations -- ITU’s final standards publications -- are freely available.

If you know a member and they have a TIES account, they should be able to get hold of the documents you’re looking for. Though I’m not sure if they’re supposed to circulate them to non-members.
