[im-support] Support for RIPE position

Although I do not directly control any LIRs currently, I have been responsible for setting up at least five of them, mostly startup businesses, with consequent involvement in jobs creation, etc.
The ITU proposal would be a disaster for this sector of the economy.
It's not broken; don't fix it.
I fully support the RIPE position.
