Dear Sultan,

I just can't tell. As it resides completely within the ITU,
the RIPE NCC has no influence or even only insight whatsoever
regarding this decision making process.

However, please note that according to (1.4) of the IAB
instructions to the RIPE NCC:

http://www.ripe.net/enum/instructions.html

the RIPE NCC will delegate the domain after 60 (sixty) days
when no information at all has been received from the ITU in
the meantime regarding the request.
