[dns-wg] Apple's iCloud Private Relay Service

You'll be aware that Apple announced its Private Relay service<https://developer.apple.com/videos/play/wwdc2021/10096.%C2%A0> at WWDC last month, using Oblivious DoH to provide an additional layer of privacy for DNS queries along with other privacy-related features.
