If a person runs the network for a large bakery they are clearly working in
a technology role even if their employer is in the food industry. Employment
is a complex Venn diagram.

Reference measurements are important so that RIPE can establish whether
participants reflect relevant sectors in their countries. We should expect
variations in participation by country.
