[diversity] Updates to the charter

Amanda,

Thank you for this. I'm certainly happy for the minutes etc. to be on 
the RIPE website, albeit something like Etherpad is useful for live 
minutes etc. during TF meetings.

One thing I've just noticed. The amended charter says:

Attendees should be welcomed and included in the RIPE Meetings 
regardless of...

I think we need something different here, especially in light of remarks 
from the community about the mailing lists etc.

So, while keeping the same sense could we say something like:

Anyone who wishes to be involved in the RIPE Community in whatever way 
should be welcomed and included, regardless of...
