That depends on the address space. If the addresses are from your PA space then the customer has no say in this altogether. You are the sole administrator of the addresses.

If the addresses are PI space, the he should have access to it, but it is a good idea to also have the current IPS on the access list, too.

I think I should create a "inetnum" for his range

You actually have to have a inetnum object for the address space, denoting the assignment with the proper status (assigned PA/PI) for that customer, if the address space is bigger than a /30

Is this correct? Or there is some other issues to consider?

As said, depends on PA or PI, and in the latter case who the one is the space has been assigned to.
