Contracting LIR for provider-independent resources

Hi,

is it possible to determine the contracting LIR for
provider-independent resources (the one who has submitted the contract
to RIPE) from the RIPE database?  To clarify, this is about resources
which would otherwise fall under Appendix 2 of the RIPE NCC Charging
Scheme 2010.
