Workflow and Authorisation for IPv4 mntnr or admin-c changes

Hi,

could someone answer me this questions?

-who is the legal user of a PI-Adressrange or Net? Is it the admin-c or the maintainer or none of both? Who then?

-who is the legal user?

-what is the procedure to move from one owner to another?

-what is the procedure to move it from one company to another?

-specially looking at PI-Adress-Space that is assigned to an enterprise through a carrier?

-is it same like registration and management of Domain-Names? Admin-c is the owner, tech-c is manager and person only “description”? Has the maintainer the higher rights than admin-c or is the maintainer responsible only for approvement and execution of changes delegated by the admin-c?

I would be glad to get a fast answer or a hint where if find the appropriate docs.
