The answer is "it depends".
If you are the maintainer of the objects that contain the e-mail
addresses, then you can make the change yourself. I've included the
RIPE DBM standard reply to questions about how to update the database
at the end of this message.
If you are not the maintainer, then you should contact the maintainer
responsible for this data. For person objects, this is identified by
the "mnt-by:" attribute. You can query the database for the
maintainer identifier listed there, and you will get information about
the maintainer itself.
If the addressses are contacts for allocations and you are the LIR
that has received them, then you can use the LIR-Portal to update this
information:
