You certainly can't be certain of that, ever.
I, for one, might decide that I will never ever accept /48s out of
/32 allocations, and there is nothing you can do - except give me money -
to make me change my mind.
... but this is highly non-relevant for "you will be DDoSed by many many
networks out in the world" (D = distributed), as long as *enough* networks
high enough in the routing food chain will accept the /48.
