While minor from a database issue, this was actually a fairly major issue
from an address policy point of view - we do have a special policy that
permits the NCC to assign addresses to itself, with the policy check being
done not by the hostmasters but by the board of arbiters (if I remember
correctly).
So yes, this is intentional... the NCC is member of the NCC, regarding
address space assignments.
