[db-wg] Creating a mntner

Hi Ronald

Anyone can create a MNTNER object in the RIPE Database. If you don't 
have any data in there yet then you need to use the 'Create maintainer 
and person pair' tool to create a first MNMTNER/PERSON pair of objects:

You need to set up a RIPE Access account to do this, but anyone can do that.


I will point out that according to the Terms & Conditions for using the 
RIPE Database you should have a legitimate purpose for creating data in 
the database.
