Hello! What about RESERVED-FOR-RIR RESERVED-FOR-LIR USED-BY-LIR USED-BY-ENDUSER USED-SPECIAL while the last one is reserved for IXs and root-servers. There may be another step between LIR and ENDUSER: RESERVED-FOR-ISP | RESERVED-FOR-NLA USED-BY-ISP | USED-BY-NLA BTW: If a subnet is used - does it matter who is using it? Just my 2 Ct.
