Allocations in the test database

Dear Moritz,

To create an ALLOCATION in the TEST Database, the allocation object must 
contain this:

mnt-by: TEST-NCC-HM-MNT

This maintainer exists in the TEST Database with the password 
"emptypassword" without the quotes.
