In this article Geoff talks about the upcoming review of the 
International Telecommunications Regulations (ITRs) and how this could 
potentially affect your network operations.

2. The QoS Emperor's Wardrobe

This article looks at the history and status of Quality of Service 
(QoS). Recent proposals for revising the ITRs have suggested basing a 
new IP interconnection framework around the concept of end-to-end 
Quality of Service.
