large organizations, which include governments, do not have it in their
genes to discard, reduce, ignore, ... data, or to bypass opportunities
to accrue more data.  it is the opposite.  expecting them to do
otherwise is naive or silly.  and pick your battles very carefully when
choosing to push back against some facet of this.
