[coc-tf] Updated Draft Procedural Document

Dear TF members,

Ahead of our call today, I've updated the draft procedural document with 
feedback from our Legal department. It's had quite some changes, but I 
think the end result is relatively clear and seems quite workable. I've 
highlighted the relevant section.
