[coc-tf] Draft agenda for our first meeting following consensus on the Code itself

Hi,

We now have consensus on the draft Code of Conduct itself and the RIPE
NCC has completed its analysis of mailing list patterns, which can
inform our discussion on the requirements for the team.

Some of the key numbers include:

- About 10% of list traffic happens over the weekend
- Just over 16% of list traffic happens overnight (defined as between
7pm and 8am)

I have included an item to review this work in the draft agenda for
our next meeting. Antony has sent out a meeting invitation.
