[coc-tf] Proposal for next CoC TF meeting to be on Friday, 3 December

I’ll be on a long haul flight at the regular time for the call on that proposed rescheduled time (if there is on board wifi I could try to connect to the call). In any case, the 19th would also be difficult for me as I will be running Day 2 of UKNOF48 that day.
