[certtest] New release of the Resource Certification system

We are proud to announce a new release of the RIPE NCC Resource Certification system. We are gearing up for the production release on 1 January 2011 and have implemented some critical changes and new features, such as:
- Moving the system to production grade hardware, which include high availability features - Testing the disaster recovery plan and the ability to roll over the RIPE NCC trust anchor - Updating the subject and publication point of the RIPE NCC trust anchor certificates to conform to the IETF standards
