This would only help an ISP to clean up its outgoing mail if they had
the rather strange policy that any of their customers could originate
messages from any other customer. I would expect that the rate limits
commonly in place would still be essential, in which case I'm not sure
what this adds.

But if you have the details on a Web page somewhere, people might be
interested.
