RIPE NCC should do IP allocation things. RIPE as a community should write
up proposals and guidelines it believes are good, and should not enfoce
those. The last thing you want any of the two to do is keep blacklists
related to spam. Unless you want them to hire a truckload of lawyers, and
your contribution to sky rocket.

Leave spam to the various legal bodies to fix, and then let the AUP's handle
the rest. Or block thing son an individual or at least informal basis.
