Been there, done that. Doesn't work. You'll get abusive responses, if any. I
used to do this a lot last summer, located I think in excess of 100 Finnish
open relays. Contacted postmasters, sometimes used internal channels in case I
had business connections there.

Result: about 10% got their act together, some of them after internal pressure.
Got blacklisted in one of the systems (which I have business relations, open
over 1 month after the first message. postmaster didn't like that his boss
noticed he wasn't doing his work).

Entered the systems into ORBS. Result: in less than 2 weeks over 50% of the
relays were closed.

At least over here they don't care if your neighbour tells you that you have a
problem. It'll have to be somebody that looks official.
