    Any other commercial promoter wishing to advertise usually
    does it without spamming: the set up web pages, they ask
    their customers if the wish to receive information etc.
Well... that's part of the story. UCE in general
addresses non-customers (read: potential customers).
And you need UCE to advertise a website to that
category...
