blocking dialups

At this moment I see most UBE coming directly from dialup
accounts.

First, I think the ISP's should filter their dialups so they have
to relay through the local mail relay.

Until then, I would like to block all dialup/ppp ip's.
They are easy to find.

The problem: How can I know when those ip's get allocated
for something else?

Is this an idea for yet another kind of rbl? Or does
it already exist?
