Sure, but not by blackholing, but by *cutting off*
customers completely until they [promise to] behave
according to the ISP's AUP.
    
    Make sure there are contracts dealing with abuse/spam AND MAKE
    USE OF THESE CONTRACTS WHEN NEEDED (sorry for the upper case
No problem, we can read upper case too. :-)
But AUP needs to be stated clearly and unequivocally
in contracts before you can apply it without running
into legal troubles.
