As far as I can tell nobody on this list was anointed as the decider over what is abuse and what is not. �Further, nobody has appointed a worldwide "spanking" authority as far as I know. �Some people think otherwise and they go around (sometimes arbitrarily) disrupting Internet resources because of their own personal beliefs and point of view rather than the needs of the users of the system.<br>
