Thinking about the costs to set up an IXP, I went back to this RIPE presentation a few years ago: "The $1,000 Internet Exchange" https://ripe71.ripe.net/presentations/30-1000-dollar-exchange-ripe71.pdf Market price for a /24 might be high enough to prevent an IXP from forming. Even a significant subnet might be expensive, and that's if someone was willing and able to sell a /26. Lee
