All policy changes are applied uniformly to all resource holders and
to all resources held.

So, yes.

Transfer policy changes apply to all future *transfers* only, of course,
but not only to resources allocated/assigned after this point in time.

(This is no different from a country changing its VAT on second hand car 
sales - that will apply to all car sales from that point on, no matter 
when the car to be sold has been bought)
