Thanks, Nikolay. Also I should append that for stability of Internet end-users should be in safety. It's mean that never-never-never resources can not be under stress if they currently in use! Part of that - RIPE NCC should not have a rights to terminate SSA without holding status for arbitration period. End-user SHOULD NOT PANIC. Official Notification of Termination - it's reason for panic. Of course, if we change policy for keeping used resources even LIR placed under termination procedure, happiness will come.
