that is not a goal, but rather the means. but a means to what end?
i.e. what is the goal of this proposal; what problem does it intend
to solve, or what wonderful opportunity does it hope to exploit?
the written proposal says
In addition to introducing greater transparency, this policy change
would also protect legacy holders from potential hijacks.
why is this true only for legacy space?
