The latest auctions by the Ministry for children, education and gender equality - national agency for learning and IT (https://ipv4.stil.dk/) show a "good" example of "returning" the address space to the RIPE pool. And if these kind of members would actually return the space then I think these kind of proposals would have no meaning.
