In this thread, you've seen statements from PI holders, clearly stating that they do not care at all for 50 EUR/year if they get clear contractual rights in return. As a network administrator, I do have my "own" /24 PI (... dating back to 1993 or so), and I also pay 50 EUR/year for it. I have considered whether that is enough of an annoyance to return it to the IPv4 pool, and decided that it has enough sentimental value for me to keep it. So yes, PI holders are OK with that. Note that I did not say "everybody was happy and celebrated". I said "the amount of unhappiness was not very big" - which translates to "a bit of grumbling and cursing here and there, but nobody decided to raise a big stink in the AGM or ask their regulator to take over from the RIPE NCC".
