I hope you can clarify one thing for me, which I find the APNIC and RIPE communites' policies to be crystal clear about, but given the above quote as well as the phrasing in section IV of ripe-651 I am not so sure about the actual implementation. It's a simple yes or no question: If there is a transfer from the APNIC region to the RIPE region, will the RIPE region recipient required to «provide a plan to the RIPE NCC for the use of at least 50% of the transferred resources within 5 years»?
