"It does not go far enough" is something I'll not consider a viable objection on the last day of the review phase - as "going further" can always be addressed in another protocol, afterwards or even in parallel. "It will break my business of opening LIRs and selling off /22s quickly" is also not considered something that will hold up the proposal, as this is the whole point of it.
