[address-policy-wg] [ncc-services-wg] Crimea papers

RIPE said they are neutral. I interpret that to mean that if a member chooses one over the other, that is up to them. There are a variety of reasons why one might choose one over the other, including no other choice but to do so. That shouldn't prevent someone from getting the resources they need.
