the issue is not policy.  the issue is that ipv4 is essentially gone and
folk will do whatever they can to get that last pathetic little bit.  we
should not be writing kinky and complex policies to try and prevent
every bit of stupid greed we can fantacize.  ipv4 space is gone but we
will get to live with the silly policies and then have to clean them up
as we are having to do now.
