APNIC-Prop-104 is under consideration at APNIC as we speak, and would move APNIC to 24-months. http://www.apnic.net/policy/proposals/prop-104 ARIN-2011-12 was implemented in February, please note that 36-months was also discussed during that process and another proposal ARIN-prop-176 pushed from 60-months.
