The reasoning is quite simple - we wanted the scope of the proposal to be minimal and make it avoid all the really hard bits because getting consensus on the basic premise is already hard enough. You will also find that the proposal does not include PI, IPv6 or ASNs. So it's only about allocated IPv4 PA space that is not in current use anywhere.
