The current policy doesn't permit assignment of "PI for generic anycast" - mainly because nobody has stood up and said "we plan do to do *this*, and we plan to do it via anycast, and the current policy doesn't work for us!" yet. "Someone might want to use it some day" is *not* a good argument for making policy.
