If the primary and secondary uplink peer with each other, and the primary accepts the /48 from the secondary (which would be a good thing to do), you are always reachable as long as the aggregate is up - the aggregate will draw the traffic "near to" the primary uplink, and at some point, it will hit a router that will also know the /48, and send the packets to the secondary uplink. As I said: we do this with customers, and it works better than the currently available alternatives.
