Further apologies for not having done this weeks ago. Pressures of work, of course. It's mostly "complete", in the sense there's only two sections I planned to write that I haven't started yet ("the critical role of the Chair" and "comparisons with IETF"). There may be more topics I haven't thought of; please let me know. Of course, as to the core of the paper, there may be additional categories of objections that can properly be disregarded in a consensus call, beyond those I have identified.
