Secondly, please find attached a first straw man draft of "Rough
Consensus at RIPE", a discussion of what rough consensus means and the
implications of using it.

Further apologies for not having done this weeks ago. Pressures of work,
of course.

It's mostly "complete", in the sense there's only two sections I planned
to write that I haven't started yet ("the critical role of the Chair"
and "comparisons with IETF"). There may be more topics I haven't thought
of; please let me know.

Of course, as to the core of the paper, there may be additional
categories of objections that can properly be disregarded in a consensus
call, beyond those I have identified. Please let me know, or craft
additional text yourselves.
