Biography
Nigel Titley graduated from Oxford University in 1976 and went to work for British Telecom (BT) at their research laboratories at Martlesham Heath in Suffolk, in the UK. After work on a variety of projects mostly involving the design and programming of embedded microprocessor systems he began to drift towards networking as a speciality via the related field of system administration. DECnet and OSI gave way to TCP/IP and he found himself operating a highly unofficial gateway between the Internet and BT's research network. In 1992 - 1993 he was part of the team that designed BT's Internet offering, moving over to operate the network in late 1993. As network manager of the Dante European Research Network for six months in 1995, he came in contact with many of the friends and colleagues that he still values today.
Leaving BT in 1996 he joined Level 3 and helped build their European network starting in London, Paris, Frankfurt, Amsterdam and Brussels. He managed the peering and transit policies for Level 3 in both Europe and the Far East and generally pursued an open peering policy.
Seeing the potentials of Ethernet over MPLS, he and a group of four others from Level 3 formed PacketExchange, a small startup dedicated to providing Ethernet point to point connectivity. Despite mistiming the launch of this company to coincide with the dotcom collapse of the early 2000s, PacketExchange is still up and trading today, although Nigel parted company with it in 2003 for personal reasons and went to work for Flag Telecom, managing their global peering strategy. There he developed a better understanding of the Far Eastern market attending APRICOT meetings whenever possible and presenting on a variety of subjects.
After FLAG outsourced most of its operations to India he moved to Easynet, a UK corporate ISP, recently purchased by Sky, the satellite broadcast company. At Easynet he has been in charge of peering and transit policy but is also acting Head of Capacity Planning.
Motivation
Nigel has been involved with the RIPE NCC for many years, serving three previous terms on the Executive Board. He is passionately committed to the continuation of the RIPE NCC, and in the delivery of its core service, the delivery of network resources. Other services should be justified on merit, "good of the Internet", and sound business grounds. During his time on the Executive Board he has concentrated on ensuring that services such as the RIPE Meetings are properly accounted for, that members get the best value for money, and that the RIPE NCC keeps its core service in full view.
Nigel is also co-chair of the Database Working group, a director of the UK ENUM consortium, co-chair of the UK Network Operators Forum, and a member of the LINX Program committee. Rumours that he is the RIPE NCC Executive Board representative in the Secret Working Group are greatly exaggerated.
His hobbies are growing and breeding peonies, campanology (church bell ringing) and choral singing.

Since 2005 Technology Director of 3C Kft, Budapest, Hungary, previously known as BankNet Kft. Between 1998 and 2005 Technical Director at BankNet. Joined BankNet, a data communication service provider, in 1992. Started commercial Internet services in Hungary late 1994 taking transit services from Pipex UK. In 2006 3C started to offer ADSL services, and the user base grew to 1100 customers.
Attended most RIPE Meetings since RIPE 21, Rome. Member of the editorial committee of the RIPE Document ripe-136 (which replaced ripe-104). Member of Database Security Task Force, summarized the results in RFC2726. Member of the RIPE Data Protection Task Force.
Member of the RIPE NCC Executive Board, acting as Treasurer since September 2001.
Active role in the formation of the Council of Hungarian Internet Providers (CHIP). Roles in CHIP: chairman of Registration Committee (1998), vice-president (1999), at present chairman of Network Security Committee (since 2001), member of the Supervisory Board. Member of the Supervisory Board of the .hu TLD Registry.
Former work experience: systems programming in microcomputer environment (1986-1988), in industrial automation (1988-1990), in 4GL product (1990-1992).
Co-author of the book: "Tree structures and their applications", Technical Publishing House, Bucharest, 1990 (in Romanian).
Member of the third prize team at the Programming World Championship for 4GL held in Stockholm, 1991.
Motivation
The RIPE NCC is the most important body of Internet self-regulatory structure in our region and is serving the RIPE community in an impartial manner; it is not driven by commercial or political goals. The services provided by the RIPE NCC are very important to the members, some of them are vital, while others help to improve efficiency. As a member of the RIPE community I am convinced of the importance of the RIPE NCC as a factor of stability of the Internet. The stability of the RIPE NCC, including the financial one, is essential. At the same time, it is important for the RIPE NCC to be flexible, to be able to adapt itself to the changing economic environment.
I am willing to spend part of my spare time by serving the community. I would like to contribute to maintaining and increasing the stability of the RIPE NCC as well as to maintain and improve the quality of the services provided by the RIPE NCC.
Biography
Max Tulyev graduated from National Technical University of Ukraine 'KPI' as a radio engineer in 2004.
All of his career since 1999, has been linked with Internet Service Providers (ISPs), from user support up to being a small business holder. In 2003 Max moved to Moscow, Russia, and worked for Garant-Park-Telecom (.RU and .SU registrar). Max established the .RU DNSSEC test bench and IPv6 connectivity at Garant-Park-Telecom. In 2006 he moved back to Kiev, Ukraine to focus his work on his own ISP, NetAssist LLC, now a large LIR. It is also the first and only ISP in Ukraine to have an IPv6 block with IPv6 Internet connectivity.
Max has experience of cooperating with RIPE and the RIPE NCC since 1999.
His hobbies are spelestology, travel and the Internet.
Motivation
The main motivation for Max is that the Internet is a really interesting thing!
As Max also has experience in business, his aims are to create better links between the mostly technical minded community and business driven companies; to make them understand each other better and to help businesses understand new technologies and their benefits (at first, IPv6, DNSSEC, etc).
As Max is natively from Eastern Europe, he knows the Internet market of the ex-USSR countries and of Middle Asia well. He will help people from there to communicate with RIPE and the RIPE NCC and especially to avoid any state super-regulation and censorship of Internet.
