a. New [addition in ripe-449, 5.3 Additional Allocations]
When requesting an additional allocation, an LIR will be asked about the utilisation and documentation of all address resources they hold, not just those they have received from the RIPE NCC (this includes pre-RIR registrations).
Historical resources are defined as all the resources registered in the RIPE Database that were distributed before the existence of the RIPE NCC.
a. Arguments Supporting the Proposal
If accepted, this proposal would ensure that organisations are using scarce IPv4 address space resources to the fullest extent possible.
The utilisation of all IPv4 address space will be brought into line with current best practices for address management.
The remaining IPv4 free pool will be delegated to LIRs that have a genuine need for IP addresses.
