Marcel, "outside our territory" indicates a perspective which is
quite natural for a registry.  Kurt's perspective is different,
and one which I believe we registry people (although we understand
it in principle) may not be sufficiently aware of.  He is a 
customer of (or has to deal with) several registries.

Maybe we can learn something useful from listening to how others
see us.
